    Did anyone of you read the article?
    Its form the new york times. Who are based in NYC. Because of that such articles like this occur.
    Second this is an add campaign set by NYC's transit authority, correct me if im worng but I did not see anything about an arrest.
    Stuff like this is common. Subways can be very crowded and people tend to be inconsiderate. Ads like this harm no one.
    And before we start bashing the goverment, and calling our politicians dumbasses
    Its important to know two things.
    1.) These are not really positions, its the new york transit authority. There the equal of a mall cop, with a bit more power.
    What little politics in this is at a the local level. Most likely this was talked about at city council. Stuff like this is common. Its not obama, its not the US government, its probably not even the NY state government.
    2.) Politicans are elected officials, americans voted them in. In other words: we hired these "dumbasses" .

    Adding onto Scout's comment, about it being in NY.

    NY, as I've been told, is a crowded place. Therefore, it would be logical that steps to resolve problems regarding space on public transport would be in play.


    Generally, spreading out is not a polite thing, but sometimes you may not be able to avoid it, such as large people, or there is no longer room on the floor for extremely large luggage.
    I have a bag, and it has one handle. It's an over shoulder one.
    When I take it on public transport, I don't place it on the floor, nor do I place it anywhere else. I keep it as it is.
    Why?
    Because there is enough room.
    Bags don't always take up room, and if they don't, I don't honestly see a problem with them not being put on the floor.
    Opening legs, is a totally different story.
    In SOME cases, it is acceptable, such as slightly open, and turning to face someone on a seat, where one foot stays to its original place (frontwards) and the second moves to the walkway.
    Here, it is allowed until deemed inappropriate.
    We also have public transport officers, who will remove and possible fine/arrest people acting inappropriately.
    Of course, it mostly graffitiers who get arrested, as in Metropolitan transport graffiti is a major issue, aside from the puke, scratches on the window and rubbish.

    Now, this is a point of view from someone in Australia, specifically, Melbourne, Australia, so I have no idea if it's like this in American, or the rest of Australia.
    (Fun fact, the only thing Sydney has over Melbourne is transport. They have trains to the airports, whilst we only have buses. They also have double decker trains, which are VERY clean, and much, much quieter. Although, their stations are a lot smaller and darker than ours.)
