Wrong. We literally had to have 2 survival games servers, 3 different Creative worlds and 5 different SkyBlock worlds and still would only get 5...
problem is caused by hoppers filling up, i've made them faster

how do you know it's the chunk hopper's fault? do you see that there are mob spawns than before?

@rosellavio is correct, sugar cane does not grow anymore it goes directly into factions balance. We changed it to fix the lag issues.
