Actually IP banning is a pointless procedure. You can change your IP in less than 2 minutes. SO yeah. Pointless.

Either way if it was an alt account ( in the game) you can tell by what he says.

If we don't have proof it's actual him then no actions will be taken. Even if he sounds the same. That Is how banning works I believe.
