In this thread that Harry linked to in the "Wondering why your staff app was removed?", Willy clearly states "do not copy your last application. In the Tutorial app thread, he also says "do not copy from old applications."

I read that thread several times. I thought it would be fine since there was no final verdict on my last application. I thought it was locked because of the update where players can't post on applications so I thought it would be okay to re-post it. I definitely do know the rules, but I don't really know what to change as it is the best application I put out.

Can I please have an exception and make a new application or nah?

Uhh just apply at the date. We wish not to give special treatment to anyone. :)
