Xenon had been Admin long before that. There had been sort of a frame shift of the staff ranks where Xenon and Gthang, the current Admins, became Mod+.

There's no duration they have to be a rank before being promoted, Willy is a prime example of shooting up lol
just like the advisor girl or whatever her name is plus its just on average that helpers had to wait that long, you can tell lol
