On Hardcore, yes. Not an alliance, but an agreement not to attack each other and to team up against certain... Choice factions XD
It's better for the both of us, after all, we are both large factions; if one of us were to attack the other it would just be chaos.
So that's the best way to help each other in a sense.

Granted, that only applies to hardcore, not to peaceful.
