Factions Season 13

What is new?
- Switched to a completely different Factions framework:
- New upgrades, fly, map, chunk particles, permissions, claim inspection, remote vaults, faction rules, tnt bank, checkpoints, faction chest, etc.
- Outpost is now in a separate world at /warp outpost
- Added /nv command for God Rank, gives permanent night vision effect.
- Creepers now drop TNT instead of gunpowder.
- Increased Creeper Spawner price
- Lowered TNT sell price
- Increased faction member limit to 25
- Faction max power increased to 1250
- Default max power increased to 20 per player
- Sponges now suck up lava in 3x3 cube
- Significantly buffed the contents of the donator Rank kits
- Increased normal hopper limit to 20 per chunk
- Added 25% extra McMMO EXP bonus while outpost is captured
- Halved the needed time to capture outposts
- New Obsidian Breaker system that does not go through walls 2 layers at a time.
- New GenBucket system that is simpler and faster.
- Max connected claimed chunks increased to 500.
- No longer possible to GenBucket patch during a raid.
- Things related to the 2 points above have also been added to the Factions Rules.
- Anti-cheat should interfere with Schematica Printer less.
- Lowered price of Chunk Busters
