[Survival] Can Open Hoppers at Spawn?

    In which minigame/server does the bug occur: Survival, peaceful.
    Detailed description of bug: I was at spawn, and I was bored so I tried to look inside one of the hoppers. It didn't work with an item in my hand, but it did with nothing in my hand. Here is a screenshot:

    I know it isn't a huge deal, but I just wanted to let you guys know!
