I don't think there'll be a refund policy, they need all the money they can get to keep the server running from now on.
If you donate to a charity, you can't go back and ask for your money back. If you donate to IJAH, you can't go back and ask for your money back.
if its a donation i shouldnt be getting anything. when i brought my rank they promised unlimited homes. now im not getting it anymore. also in the store it never said "donate", who "donates" to a store?
As I've read off other's posts, you can't refund. Not all perks are gone, and the changes aren't completed yet; meaning, a suggestion to replace thing A with thing B may affect what was taken from us.
Actually, EVERYONE now receives that. You should not not have access to it. If you don't, report it as a EULA bug or something.

also, they said now everyone gets maximum of 10 homes. If you already have more than 10 you cant sethome anymore.
