Non staff member moving members on TS?

    It could have been a staff member with another name. Are you sure this person did not have any staff member tag at all (lapis, Redstone, etc)?

    More users seem to have caused a glitch in the TS3?

    Not a bug, you can move friends within your own channels, not everybody in any channel.
