No Guardians In Survival?

In which minigame/server does the bug occur: Peaceful Survival

Detailed description of bug: When exploring the new Survival world, I stumbled upon an Ocean Monument with water surrounding it that was higher that the rest of the water around the area. Anyways, I claimed the biome and raided it so I could make a Guardian Farm when I realized that there were only Elder Guardians in the Ocean Monument, not normal, baby Guardians. Not sure whether it is because the temple generated higher than the rest of the water around it or if its because the biome is an ocean and not a deep ocean but no guardians spawn at this Ocean Monument.
*Note: I already drained nearly all the water from the Ocean Monument before reporting this but even in the water I haven't drained no guardians spawn
