Other Games Is this a DirectX issue?

I can run Garry's Mod at an amazing frame rate. That's not the issue. The game runs PERFECT, except when I look in certain directions the screen gets 90% brighter regardless of settings. When looking at vehicles, I get the scrolling lines similar to that of an old VHS tape.

This has rendered the game unplayable due to annoyance, not performance, but it is the only PC game I have that requires DirectX. All other games perfect, so right now it's suspect number one.

This is a recent problem, and I would like help.

 

CPU: Intel Core i7-4710MQ
GPU: AMD Radeon R9 M290X with 4 gig GDDR5

Those are the specs that matter, and instead of a picture I'm going to upload a video and post the link here later.
