This was simply a misplacing, probably from a staff member moving it from section to section. I honestly don't think this is too big of a deal, all it needs is to be moved to the proper section.

it was in the actual ban appeals section, not the open appeals section.

 

Either way, you shouldn't be able to see it.

 

Let me try to explain it easier.

The ban appeals section is for ban appeal tutorial threads, so the open appeals are for the actual appeals themselves. A moderator moved it and got it caught it in ban appeals rather than open appeals. The threads are accessible in a certain section only. If you moved the thread you can see it, if it is in Open Appeals then it is not accessible.
