Other Games do these rules seem unfair to anyone??

ok so my local store is getting 1 rare jigglypuff amiibo
I said to make it fair on who gets it we host a tournament with these rules

you and an amiibo of your choice
tournament style

(Game rules)
3 stock
random omega stage
no items
no chain grabbing

(Banned characters)
link+toon link(projectile spam)
little mac(instakill move)

No customised characters
(standard)

(Amiibo rules)
only bring one Amiibo
no equipment/customisable
amiibo only from wave 1-3

Multiple amiibo will be available to borrow for the tournament.

My question is
do any of these rules seem unfair to anyone??

travel spam illigel(moves that take u long distances e.g yoshi egg roll)
counter spam illigel
projectile spam illigel
recover moves that heal more than 10% illigel
dodge spam illigel
self suiside moves illigel(kirby inhale them jump of side)

amiibo's removed
3 2 stock match's
first to 2 wins
same charecter can not be used twice
