If a user requests his account to be deleted from the forum database, forum administrator (top level) can do it.
This is something people do often, when they don't want to be found on the internet.

We've been doing this for our members who provided a legitimate reason on my forum for a different game, it all depends on guys here, whether they will agree to do it or not.
It is possible.

User's account is his own possession and he's entitled to do anything he wants with it.

However, if some recent rules clearly state you can't delete accounts, or you've agreed to it at the moment you were creating your account, not sure if you will get what you're asking for. Send some private messages.
