Giving My C2 Spawnplot Away to Whoever Solves This Puzzle

If anyone can solve the following puzzle within a week, I will give them my spawn plot in Creative 2 (2;1). If no-one solves the puzzle within a week, I will lock this thread and (possibly) create a new puzzle some time in the future.

How the puzzle works:

The puzzle is a cipher, meaning that a message has been passed through many different layers of encryption. Your goal is to find this message.

Each layer of encryption uncovers a hint to how to remove the next layer of code.

The code is a sentence, and spaces have been removed to prevent guessing attempts.

This is my first try at one of these puzzles, so don't get mad if there are mistakes.
