    I've had worse
    Internet was so bad the connection took 10 minutes to ping and got 10k MS
    My dad had to call the company, it was fix it or sue them

    If you are talking about the blur, you either blurred it or there is a monitor issue, if it is a monitor issue contact your local IT repairs, or the manufactor.

    As for the lag, try resetting minecraft, if it is affecting everything consider reinstalling windows or upgrading your internet package or contact your telecommunications supplier

    If it is just minecraft try connecting to
    oitc.itsjerryandharry.com and the use the compass to connect to the server you want

    PS: Lag does not cause a blur
