Other Games I need this game

Hi,



so while I was browsing the forums I remembered a game that I really wanted to have again

Here is the main thing:

You're a driver of a car you cant get out of, you can do races but in a hard way, it has 16-Bit and somekind of polygon stuff, kind of like a 60-70's game, you can drive freely in a small city, it also has cops in it that you have to lay off from, not very good graphics but has a bit of logic

Any speculations?

The Only free roam racing game that comes first to my head is Forza Horizon, The Crew, GTA and some aspects of Nr2003 and rFactor. However, the 16-Bit throws me off. Pictures, and or a hint in the direction where you first saw it would help
