/Top and /Workbench errors

Detailed description of bug:
Bug one: Today, when I logged onto the Donation Store, I noticed that /Top works for Premium and over. But, I'm a Hero donor- and when I use /Top it doesn't give me permission. I'm actually not sure if it is a bug that it appears in 'Premium's' rank and higher ranks. But I do Remember that Herobrine was the only rank to have /Top a few months ago. Images:

Here's the proof that Premium apparently does get the /Top command.

Bug two: Earlier today, I tried to use the command /Workbench and I know for sure that it works. The exact same thing happened. I asked other Donors if it worked for them, and they said yes, it does work.

When I type in /ewb, it works fine. Just use that command for /workbench :p As for /top, I'm not totally sure... Sorry!

EDIT: /top works when you have blocks above you. I tried when I didn't have any and I got the same message, but I just tried (with something above me) and it worked fine c:
