    It's a plugin. I don't know the link for it but I know how to do it in 1.8 singleplayer.

    Command:
    /give <player> skull 1 3 {SkullOwner:<player>}

    Well I need the plugin for a server, and I need the link.
    I found the plugin but I am not sure if it is it. Since it was last updated in January 2013.

    Well... Did you test the plugin... lol, cause you should do that to ensure you have the correct plugin.
