It's proposed, there's no proof of it happening unless all government officials AND the US congress approve for any state to splits or combinations. (Unless it's Texas, they can split into 5 states without US congress approval)

 

Texas can become its own country if it wanted to.... But with the Hurricanes, drouts, sand storms.... They are to scare to.

 

They would need war to leave, it's just a governor's threat to seceed.

I don't live too far away from napa, there was a little shake where I am.
