Maybe you've made a fraud check before, that's why they hold your payment but I don't think they took your money yet at that time
if you didnt get legend the payment didnt go through You probably were questioned for fraud for some reason and they have blocked your account and you must follow the proceeder to get it unblocked
If your account is being checked for fraud, it means your money has not gone through yet, so if it gets denied because of fraud than it means you never paid the money to them. Since you never paid the money to them than you did not spend anything. I am sorry this is happening to you and I hope it gets resolved soon. Good luck on donating!
