[factions] - Negative factions /ftop balance

Detailed description of bug:

If you do /ftop and see how many factions there are and go to the last page - for example, /ftop 140 or /ftop 141, you will see a faction with a large negative balance. The owners of the faction claim they are hiding money that way. I have no idea if their actual balance if a positive number that matches the negative number or it is something completely different. Either way, I don't know how you ever get a negative balance legit on Factions. It could just be a single player in the factions with a "large" negative balance and then everyone else makes it closer to a positive number.
