/spawner bug?

    In which minigame/server does the bug occur: Skyblock 2
    Detailed description of bug:

    I hope this is a bug. And I hestitate to post because if it is, people will get griefed. Someone asked me to do /spawner on their island and I was able to do it / change it for them. I thought everyone had access to /spanwer (I am a Herobrine rank). Does this mean someone can go to my shop and use /top to get out and change spawners to blaze? If it isn't a bug, I hope this can be changed in the near future.
