Bunnie's weird problem... help?

So, Bunnie and I have been talking, and she has a little... big problem.
She can't connect to this site.
Details: she can't connect while inside her house. She gets a "webpage not available" page when she tries to get on JH while usig her wifi. She can't view the portal index, forums, members, even the server store. When getting online outside her home, she is able to see it, which is really odd.
I'm willing to bet it's blocked. She went inactive here, she sort of left, but it's because of irl issues (eg, strict parents). I was also told that her parents asked her how she's doing in JH after the whole thing happened.
So... is it most likely blocked?
I'll provide additional information if you need it, I just need to wait for her to respond.

Did she try resetting her cache?

 

Restart her internet, uninstall and reinstall her browser. Delete all cookies and history then reset her cache

 

I suggested her to do so.

However, the bigger problem is this:

 

Why dont you uninstall the program.

 

I already gave her the site's IP address which I found by pinging (tell me if this is prohibited, alright?)
It didn't work. It should have been a loophole...

 

Only the IP address of the site, but it surprisingly didn't work in her case...

Now claire, tell me this.
Where exactly is outside?
If the outside is right outside of her house, it's a connection issue possibly.
If it's at school, then it's a block.

 

Flush DNS?
Clear cookies?
Clear internet cache?
Google them if you don't know how to do them.

Also, check the URL. As Bunnie left before AJ made changes to the site (I think), the URL's are slightly different now. If shes using a bookmarked URL from before she left, theres a chance that it may be an old URL.

 

The URL thing could be the problem. When AJ improved the website, I had the same 'Webpage not avalible'. The bookmark I had was www.itsjerryandharry.com/forums.php, it's now www.itsjerryandharry.com/forums.

 

Try it on another device

 

She can connect OUTSIDE her house. Like, if she uses her home wifi, it doesn't work. While at school, probably using data connection (I'm not entirely sure how things go around in her country), she can see the site.
