Not Missingno.

It's ghost. Lives in LT Pokemon Tower.

Actually, Missingno is a "Hacked pokemon," originally the 152nd pokemon. However, due to the 152nd pokemon not being added onto Pokémon red/blue/green, it was replaced with Missingno, Missing NO (Number) (152). The only way you can access this glitch is by in the form of steps is:

1) Have a pokemon with teleport.
2) Get ready to have a battle with a trainer.
3) Before ending up in a battle, open the menu.
4) Use teleport.
5) Watch teleport animation.
6) Fly to a town with a coast.
7) Surf along the coast until encountering Missingno.

If you want to encounter BURIEDALIVE, do this after catching Missingno:

1) Go to Lavender Town.
2) Go inside the Pokémon Tower.
3) Go to the top of the tower.
4) Interact with the graves.
5) Fight BURIEDALIVE.
6) Win or lose, your save file is lost after the battle.

Missingno isn't a secret pokemon. It's a data holder. It holds empty data since when they made the game, it had less then 151 slots, which they needed for all 151 originals. They went up to the next memory level which was I think 256. They made missingno so that the game won't crash and die if it calls upon anything past 151 which isn't legal pokemon.

A way to encounter missingno in red ad blue is to watch the old man's pokemon tutorial and then fly to cinnabar island and surf the coast.

That's one way to look at it. That was technically the thing I was explaining without bothering to name the places.
