You can only apply for helper. After you get accepted, then you get promoted to higher staff levels, like Mod.

You should join the community and become more active. After a while, then you should apply. When you want to apply, go to the 'Staff Applications' section and click the 'Post New Thread' button and then type your application in there.

You can also pretype it somewhere else, like on Google Documents because sometimes it doesn't save if you x out of the thread you are creating. Make sure to use the format when you think you're ready.
Don't just apply for the sake of applying, apply knowing what you're getting into [which is why you should stay in the community longer].
