You didn't exactly mention that nor fully explained it.
With moving plot location do you mean move all builds on your current plot to another? Because that's not possible unless if you rebuild it yourself.

I Mean dispose it so that someone else can claim it if they want.

Yes, that's not an option anymore.
Like mentioned in the thread, there are cases where 'offensive' builds were left on plots. Now in order to leave your plot it fully has to be reset.

Ahh ok. So I reset it then dispose it?

By using the command /p reset - you automatically disband the plot.
