Oh god, I'm just doing this for my father. I solved it, and he won't take it. So, can you solve it not using parentheses or decimals? (My answer was (7 + 9) + 3 + 11 = 30)
Honestly I've thinked over an hour and it's 2 am and in my eyes there's not a way with all the numbers but you can try to use numbers again and again as it says
Without parentheses? Flip the 9 to a 6 then add an 11 and a 13. Doesn't say the numbers have to be right side up.

I don't want to be a party pooper but the objective of this is to use decimals, it's a trick (I think). Answer is supposed to be something like: 7,9 + 9,1 + 13 = 30; Without that, it becomes impossible, it was created with the intention of not referring decimals so people don't know it is an option when it is in reality.
Like these people said, you have to use decimals because all the choices are odd numbers. 3 odd integers cannot add up to an even one (30).
