Not kinda. It actually is.
A like is there to show that you approve of the content - it's supposed to mean something. Now that like spamming exists, people can cheat that system, and likes are no longer meaningful.
Like spamming is by no memes against the rules (I've made an elaborate suggestion back in September about it that was opposed by the staff that were obsessed with like spamming themselves at the time), but it's destructive to the community. It makes likes worthless for the rest of us... So it ends up being really annoying.
So it's not against the rules, but about half the forums will hate you if you do it, in other words. Personally, I suggest not doing it.
