    Getting player heads are in mods or plugins, they are not a feature into minecraft made by mojang.

    If you manage to kill a player with a charged creeper in version 1.8.0+, the player's head will drop.

    No, that only happens with zombies, creepers, skeletons and wither skeletons. Other mobs do not drop the head, and player heads are unobtainable in survival mode. They are a feature added by Mojang though.

    This command would output 1 of my head for example:

    I know that. I never said it's not possible to get them. I said they're not obtainable in survival. They're obtainable in creative (And through commands, if you want to give them the SkullOwner tag or others), just not in survival.

    If you can get the mob killed by a creeper, it has a chance of dropping a head (I think)

    If you get either a zombie, a skeleton, a creeper, or a wither skeleton to be exploded by a charged creeper, they will drop their head. A player head does exist, but it does not obtainable in survival. We were talking about player heads, not all the heads.
