When NY had the hurricane two and a half years ago, a decent amount of trees fell over. Since the bark is harder to break than the ground and the roots, the tree will come up out of the ground, taking roots and dirt with it. You'll see that more commonly than you'll see a tree cut at the stump, unless someone did that intentionally.
