I really want both Portal games...
My problem is that I only have $0.36 in my Steam wallet fund, and I'm not allowed to use a credit card...

 

I'm not allowed to use credit card either.
If you have 20$ to spare you can buy a pre-paid card at Gamestop. That's how I got a lot of my games. :)
